How can I get my 11 year old to do hair?

I have an 11 year old tom boy. She has curly hair. She wines when she has to brush her hair and never wants to put it up so ends up looking like bozo gthe clown and she thinks she looks neat for school. I will put up her hair and she will take it down as soon as she gets to school. Im trying to get her to be more mindful of how she looks and presents herself. She really doesnt care. Any tips or ideas? Im on the verge of cutting it short but she doesnt want that. she wants it long. I keep telling her she has to take care of it.
